You can see that all of these beast kingdoms, continued to exist, as a part of a greater beast kingdom, until they were all destroyed in the end. The beast that was, and is not, and yet is. This prophecy is saying that this beast system still exists today. These beast systems, have been here since before Daniel's time, and will remain until all of Revelation 17, and 18 is fulfilled. In Daniel 7, starting with verse 8, Daniel talks about the ten horns, he says;

Dan. 7:8: I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.

9: I beheld till the thrones were cast down, and the Ancient of days did sit, whose garment was white as snow, and the hair of his head like the pure wool: his throne was like the fiery flame, and his wheels as burning fire.

10: A fiery stream issued and came forth from before him: thousand thousands ministered unto him, and ten thousand times ten thousand stood before him: the judgment was set, and the books were opened.

11: I beheld then because of the voice of the great words which the horn spake: I beheld even till the beast was slain, and his body destroyed, and given to the burning flame.

12: As concerning the rest of the beasts, they had their dominion taken away: yet their lives were prolonged for a season and time.

13: I saw in the night visions, and, behold, one like the Son of man came with the clouds of heaven, and came to the Ancient of days, and they brought him near before him.

14: And there was given him dominion, and glory, and a kingdom, that all people, nations, and languages, should serve him: his dominion is an everlasting dominion, which shall not pass away, and his kingdom that which shall not be destroyed.

This vision is what Daniel saw, and here is Daniel's reaction in the next verse;

Dan. 7:15: I Daniel was grieved in my spirit in the midst of my body, and the visions of my head troubled me.

Dan. 7:16: I came near unto one of them that stood by, and asked him the truth of all this. So he told me, and made me know the interpretation of the things.

The Angel then gave a very brief interpretation, of Daniel's entire dream, in verses 17, and 18;

Dan. 7:17: These great beasts, which are four, are four kings, which shall arise out of the earth.

18: But the saints of the most High shall take the kingdom, and possess the kingdom for ever, even for ever and ever.

These four kingdoms extend over many centuries. This phrase, "out of the earth," and the previous one, "out of the sea," implies that they are of the earth, not of God. In summation, the Angel told Daniel, what the whole vision was about. Four beast kingdoms would arise from the earth, but in spite of that, the Saints of God would take the kingdom, forever, even forever, and ever.

Daniel wasn't satisfied that he understood all he wanted to know, about the fourth beast, the one that had the ten horns, so he asked a longer question. Starting with verse 19, it says;

Dan. 7:19: Then I would know the truth of the fourth beast, which was diverse from all the others, exceeding dreadful, whose teeth were of iron, and his nails of brass; which devoured, brake in pieces, and stamped the residue with his feet;

20: And of the ten horns that were in his head, and of the other which came up, and before whom three fell; even of that horn that had eyes, and a mouth that spake very great things, whose look was more stout than his fellows.

21: I beheld, and the same horn made war with the saints, and prevailed against them;

22: Until the Ancient of days came, and judgment was given to the saints of the most High; and the time came that the saints possessed the kingdom.

These verses show that Christians would come under control of this system. Christians have been warred against in the past, Christians are being warred against in the present, and we are under the control of, a great anti-Christian World Dictatorship, and except for the direct intervention of Jesus Christ, we should be destroyed, but instead, the enemies of Christ will be destroyed, and the Kingdoms of this world, will become the kingdoms of the Lord and of His Christ.

The Angel then answers Daniel's question, starting in Daniel 7:23;

Dan. 7:23: Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.

The fourth beast, you see is the last of the beast systems that shall devour the whole earth. Mystery Babylon described by the Angel in Revelations, 17:18, is that "Great City, Which Reigneth Over The Kings Of The Earth."

The fourth beast of Daniel 7 reigns over the whole earth, and so does Mystery Babylon. The fourth beast has been identified as the Roman Empire, but Imperial Rome never did rule over the whole earth. The explanation is given in Daniel, 7:24

Dan. 7:24: And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings.

These ten kingdoms are presented both as being existing at one time, and also as being successive. This is confusing unless one sees that the same thing is true of the four beasts, they are successive, yet they all exist at the same time also. This is made clear in Daniel 2, with the image of the beast, with the head of gold, which Daniel told Nebuchadnezzar, was Babylon.

The breast and arms of silver, or a second kingdom with belly and thighs of brass, were a third kingdom, the legs of iron, the fourth kingdom, and feet of part iron and part clay, and the whole image of the beast, stood intact until the stone cut out without hands, struck it in the feet. (See previous verses). And then verse 35, of Daniel says;

Dan. 2:35: Then was the iron, the clay, the brass, the silver, and the gold, broken to pieces together, and became like the chaff of the summer threshingfloors; and the wind carried them away,

Notice that the wind carried not just the feet, but the pieces of the whole image, were carried away by the wind, and no place was found for them, and the stone that smote the image, became a great mountain, and filled the whole earth. In other words, all of the kingdoms, which made up the whole image, continued to exist right up until the feet were struck by the stone, and that striking, then destroyed all of them.

Daniel 2, the only part of the image given a name was the head of gold, Daniel said that was Babylon, the same name used in Revelation 17, and 18.

Babylon is the golden head, Medo-Persia is the silver arms and chest, Greece is the brass belly and thighs, and Rome is the iron legs. Verses 41, through 43 make it plain, that the feet of clay and iron, is not another kingdom, but a continuance, of the fourth kingdom. These verses say;

Dan. 2:41: And whereas thou sawest the feet and toes, part of potters' clay, and part of iron, the kingdom shall be divided; but there shall be in it of the strength of the iron, forasmuch as thou sawest the iron mixed with miry clay.

42: And as the toes of the feet were part of iron, and part of clay, so the kingdom shall be partly strong, and partly broken.

43: And whereas thou sawest iron mixed with miry clay, they shall mingle themselves with the seed of men: but they shall not cleave one to another, even as iron is not mixed with clay.

What beast kingdom would be partly strong, and partly broken? The answer is the fourth beast kingdom, not devoured, by a fifth beast kingdom. It was to continue in such a manner, as it did not seem to be a completed system, it partly ruled, and then its rule was broken. And the part that was strong, or of iron, did not mix with the part that was clay, the legs of iron is the original fourth beast kingdom, or the Roman Empire. The clay is described, as potters clay, also as miry clay, see above verses, and in verse 43, as the seed of men.

Since the time of Imperial Rome, the fourth beast kingdom seemed to be destroyed. A strict interpretation of all these visions of Daniel, makes it plain, that each succeeding beast empire did not disappear, but only re-appeared in another city, called by another name, but still part of the same Babylonian succession of beast empires.

After Imperial Rome fell, and the city of Rome was sacked, by the Vandals, and the Goths, it seemed as if central control over Europe, and the Mediterranean areas ceased to exist. But did it? Not quite! The final fall of Imperial Rome, came about in the 5th, and 6th centuries. The date of its loss of power is hard to pin point, because its final convulsions lasted over 100 years. But while Imperial Rome, was losing power over the nations, another source of control, was rising from the same empire. It seemed to be religious, even Christian, and by the 5th century after Christ, it exerted total religious control, over the once political and military Roman Empire. We know it as the Roman Catholic Church. By 600 AD, what had been the Bishop of Rome, was crowned, "The Pope of the World," and claimed to be "The Vicar of Christ," upon the earth.

In another 200 years, by 800 A. D., Charlemagne was crowned Emperor of the Holy Roman Empire, by the Pope, and given authority to rule amazingly enough, over ten nations in Europe. The feet and the ten toes, part of iron, and part of clay, replaced in the pages of history, "the legs of iron." But it was not another beast, only a continuance of the fourth beast. From the time of Charlemagne on, Papal Rome, and it's allies, both political and military, ruled over most of the nations, which were once a part, of Imperial Rome.
